This sequence is deliberately iterative. What is learned during build may change the architecture; what is learned during adoption may change the process, controls or even the original business outcome.

The measure of progress is therefore not the number of pilots. It is whether the organisation becomes better able to select, design, govern, deploy and improve AI-enabled capabilities repeatedly.
